Examiner and Cornwall Council Report – Updated October 2020
Camelford Town Council has prepared a NDP for the period to 2018 – 2030. The NDP sets out a vision for the future of the parish and planning policies which will be used to determine planning proposals locally. In 2014, Camelford Town Council (CTC) appointed a local research company “PFA Research” to work with the Neighbourhood Development Plan (NDP) team to devise a comprehensive consultation survey, to help understand the make-up of the town’s needs in order to prepare the NDP. This survey was sent to all households in the Parish and on the CTC website, followed by various drop-in events including the Camelford Carnival in 2015, the Camelford Show in 2016 and an on-line survey in 2017.
All this information was used by the NDP Team to outline the policies for a plan which CTC hope will address some key issues around housing, the economy/employment, transport/infrastructure, community facilities/amenities, landscape/green spaces and renewable energy. Regulation 14 was completed (pre-submission public consultation) in 2019, and following this, Regulation 16 was completed in January 2020, which involved Cornwall Council instructing an independent legal adviser to check that the NDP was legally compliant. CTC has now had the examiner’s comments back and whilst CTC made objections to some modifications (see CTC minutes 16 June 2020), it was resolved to accept the recommendations and the suggested modifications have now been implemented. It is now waiting for Cornwall Council to sign off the NDP, which should happen by the end of October. Cornwall Council will publish the NDP on the Cornwall Council website and CTC will do the same. When it gets notification of the sign off, the NDP will carry weight and will be subsequently be referred to in any planning responses. Due to COVID-19, referendums have been postponed until May 2021. The aim is for the Plan to be “made” in Summer 2021.
